It's still just a provisional cap for Bijev. He has already played for their U21s in UEFA competition. He is still eligible for a one-time switch to the US if he wants.
Reading the tea leaves from Bijev's twitter account, it seems he was dissapointed with Bulgaria u-21's recent results (3-3 tie with Russia, and 2-1 loss to Slovenia). Having never seen him play (which basically invalidates my next point, but who gives a f***), I just feel like Bijev could become a really good player. Call it a gut feeling.
And/or that he was an unused sub in both matches. (Though I guess that could be called an improvement over the September matches, for which he wasn't called in at all.)
Mixed blessing - means he's not loving the Bulgarian set-up, but also means he's not good enough for Bulgarian youth squad.

I haven't yet found (or seriously looked for) confirmation of this but in some fan forums they are reporting that VB is on trial at Wolves.
According to Michael Sweeting on twitter he's on trial with the U-21s and Liverpool are looking to sell him. Sweeting is usually in the know so I'm going to assume this is true.
