We're a country, not a series of states you can ignore at will. Ignoring a large chunk of it to justify a point of view is absurd unless you are open to others removing chunks of it to suit their own viewpoint.

Okay. Is California a state within the United States of America? If the answer is "yes," and this document seems to agree, then it's a state.
