I just got TCM in the mail yesterday (took forever to find a place int he UK that would ship it to me!) and fired it up. It looks to be about as addictive as CM, especially since you can see the 3D game in action. The 3D engine, as far as I can tell, is more or less identical to the engine for FIFA 2002, but the kits have been updated for the 2002-3 season. (Too bad, since I think the new Spurs kits are Fugly) Overall, the game is not as intuitive to use as CM and can be user-unfriendly in many aspects, but unlike CM, you now have total control over all aspects of the team, such as selling ad space, buying/selling merchandise, and even taking bids from contractors when you want to expand stadium/training facilities. Also, you can hire all sorts of different types of staff, including youth scouts, medical specialists, and stadium managers. Overall, I'd say this game will more than tide me over until CM4 comes out.
