It's the next "frontier" and is similar to European exploration of the globe during the Age of Exploration in the 14th through 17th century. There isn't anywhere on Earth left to explore, so people are looking beyond the Earth and Mars is the only reachable planet for human exploration. Obvious, Venus exists, but it is hot as f**k and would flatten humans if they reached the ground.
I think they think they would be getting a slice of those billions and billions that would need to be spent to try to make it happen.
Honda is getting into the reusable rocket game. They launched a small version as a test for their technology. I kind of get Japan wanting something for their own nation, but there's now lots of competition for not a very big market. The only reason SpaceX is launching so much is that they invented their own customer in Starlink.
I think enough countries would be interested in going through Japan for space launches as opposed to: US / Elon Musk China India Russia
While this is very true, the satellite internet business is getting more competitive. I honestly would not be surprised if one of the reasons why Honda is getting into the relaunchable rocket business is because of a Japanese competitor to Starlink. (or any other non-China Asian country).

I legit think these people consumed too much sci-fi content, whether it be books, TV, movies, or video games. Same with the Lord of the Rings folks. Didn't consume anything different. I mean, I love Star Wars and the Wing Commander games, but I can at least acknowledge that they're fiction.
I fall interested both categories and without getting too into the weeds, I'll put it this way. A lot of everything around us is built directly, or indirectly, off the technology needed to get men on the Moon. To say that endeavor pushed us forward and paid for itself is an understatement. A lot of social good came from that. Doing the same with Mars would have the same kind of boon.
This timeline is real. We are living in times of immense change. It will settle down. Happens everytime.
