Is somebody on on charge of the phisical and mental conditioning of strikers on P-40 before they play on a team?

Sort of a specialist striker coach

When Bora Milutinovich set up for USA 1994 he had even a goalie coach, and somebody was in charge of phisical and conditioning he was just in charge of strategy...

I think you might be confused by "P-40" designation. A P-40 player is someone signed by MLS before college graduation (often before high school graduation). The player recieves "college money" by passing up a potential college scholarship to turn pro. MLS is gambling that these players will develop into something special.

When the P-40 program first started, MLS would keep all the players together that DIDN'T get regular playing time for thier MLS squads, and formed a team to play in the A-League. The P-40s didn't have a "home field" and would travel around and play games against A-League franchises.

MLS stopped doing that and now all players stay with the team that drafted them. They are not "brought together" like a national team. P-40 is just the designation of their signing (and teams get special advantages by drafting them, like P-40s don't count against thier roster limit or salary cap).
