    I do know that the concrete was precast in Denmark and barged into Stavanger. ( I wonder if materials could be done in Mexico and assembled in US?)

    What would be the point? I know that in Denver, all the concrete work is already done by Mexicans.

    Labor is certainly not cheaper in Norway. Has anyone seen where the US dollar is versus their currency? If they found cheaper materials, then maybe. But it looks like its cement and steel. These are purchased on the world markets and Norway is not a low-cost producer of either. I question the validity of $23M. In fact, Norway is one of the more expensive countries in the world.
