    We're going to freeze government spending, well except for like 80% of it.

    I don't know many families that get that option when hard times hit.

    Still, it's kind of disingenuous to say you're freezing spending when you only mean 40% of it, and claim that's just like families have to do.

    I would think that most families do not even have 40% of discretionary spending.

    EDIT - I mean by that, that discretionary spending makes up less than 40% of their household budgets. Sorry if that didn't make much sense the first time around.
