    tad confused...

so basically brasil gets a "bye" automatically, and the winners of each group will join brasil to form a 4 team "tourney", and the top two finishers after playing each other once advances???

Brazil gets a bye because they won the last qualification tournament for the 99 World Cup. I know it's strange with just one game but with the money problems that South American football has right now, I'm sure one game will be all most of these countries could afford.

We all know that Brazil will get one of the spots, but who will grab the second spot to the World Cup? Does Peru have an advantage because they are playing at home?

Peru is one of the favourites.

But watch out for the Group C winner. Argentina (the host country, BTW) or Uruguay could surprise.
