I checked it already and Bundesliga went away from 3 non-EU players in 2006 and currently have a home-grown rule{similar to England} where 8 players on a game sheet must have come up thought the German Youth System and where at least a half of those must have been eligible to play for the Club there between the age of 15 to 21. Sounds like a variation of a system with encouraging home-grown talent.

The "funny" thing is that in Czech rep. the CFL{Czech Football League| counts a foreign player even an EU citizen such as a Slovak player.In Gambrinus Liga they go by 3 non-EU players,so a Slovak player would be considered "domestic"... The non-EU/work permit issue comes up every other week, so I wanted to make it a sticky but the mods differed and off it went. Not at all... fortunately for you there is a special "TimB4Last" exception to those limits. Nobody has been able to take advantage of that exception because they were all trying to figure out what the hell that means and how to qualify.
It isn't non-EU, it's non-UEFA players. Bayern 1, Wolfsburg 3, Leverkusen 2, Schalke 4, Hamburg 6, Bremen 2, Dortmund 5, Stuttgart 3, Hoffenheim 4, Gladbach 5, Frankfurt 2, Cologne 3, Mainz 2, Hannover 5, Freiburg 3, Nürnberg 1, Kaiserslautern 1, St. Pauli 1.
I think that eventually it will go to "home grown" rule as in UK and Germany across EU.They try to "standartize" everything etc.

I do appreciate that you've done that work. But, the original question wasn't asking about rules regarding non-EU players, but how many non-EU players were on each clubs' roster, and which club had the highest number of non-EU players on their game roster. That is an entirely different question, and one that is much more difficult to find out, unless you know the ins-and-outs of every club, which I sure as hell don't. Now, it seems, that the original question posted by Czechsoccer was in fact not intended to have this meaning, but it was worded that way. And I love Charlie Davies, and it seems like he's making slow but solid progress even if the club president is generally slightly negative towards the situation. (That does make this a post about Charlie Davies, right?)
