well, many people complain about the set up and how Brasil and Argentina get more teams then the rest. So I think COMENBOL should use a coefficient similar to UEFA. In fact, if they used the UEFA set up, this is how things would look like for this Libertadores (this DOES NOT include points for the Copa Sudamericana because it's chaotic and because some countries said top teams and others don't, so it jut includes the Libertadores).

    2003 2004 2005 2006 2007 Overall
    Brasil 17.250 15.000 16.700 16.083 15.250 16.057
    Argentina 17.000 14.200 12.600 13.000 11.600 13.680
    Mexico 11.500 13.500 17.000 11.333 10.000 12.667
    Colombia 15.667 14.000 10.250 8.000 8.333 11.250
    Paraguay 7.000 4.000 6.167 8.667 7.500 6.667
    Uruguay 7.000 7.667 2.667 5.333 10.000 6.533
    Ecuador 4.000 9.333 6.667 7.167 3.500 6.133
    Chile 7.333 2.000 8.333 4.333 6.500 5.700
    Peru 5.000 7.000 7.000 3.667 2.333 5.000
    Venezuela 0.000 9.333 1.667 3.333 4.000 4.583
    Bolivia 3.667 3.667 3.000 3.000 2.667 3.200

So, I was seeing how the breakup would be based on 38 teams (the amount that participated this season).

This is the breakdown I got:

    Brasil: 5 teams
    Argentina: 5 teams
    Mexico: 5 teams
    Colombia: 5 teams
    Paraguay: 3 teams
    Uruguay: 3 teams
    Ecuador: 3 teams
    Chile: 3 teams
    Peru: 2 teams
    Venezuela: 2 teams
    Bolivia: 2 teams

The only problem I foresee with this coefficient is that I think there is no way that Mexico would be given 5 teams.

Well, it wouldn't be a bad idea, also i think having a better share of spots wouldn't hurt either.
