From my understanding Rocchi will referee domestically until the end of 19/20, but he will not be on the 2020 FIFA list. (Which I believe makes him ineligible for the second half of the UEFA season and Euro 2020)

@MassachusettsRef 20 minutes into Napoli Brescia and we have a YC for handling in the buildup to a goal. I’d classify it as deliberate as opposed to accidental. In my opinion it didn’t feel neccesary but as you note, this is now an automatic yellow. I don’t have a clip but I’ll try and find later.

Gotta love Serie A. So much to unpack in this highlight clip. Other than Spain and maybe South America you'll never get some of these type of incidents in the EPL, MLS or the Champions League. Two red cards, a coach given a red card (I think). A post match send-off for abusive language to a substitute along with two interesting VAR reviews. By the way, under the old laws I'm pretty positive the coach send-off doesn't show up in the highlights, but since the red card was shown all the cameras point to the referee and even more attention is being drawn to him. The PK and red card for DOGSO-H is interesting, in the sense, that is it really clear and obvious if no one in the stadium notices the error in real time? The attacking player who probably would have had the best view is preparing to take the corner instead of appealing for the handling offense. It's a penalty kick and a red card, but I always struggle with these reviews that come up when no one is asking for them. It's a more philosophical issue and debate rather than a technical debate because that ship has clearly sailed. Lastly, I don't know how that penalty at the end is not over turned. It's a clear dive and I usually defend or support penalties on these goal keeper plays when the attacker is looking to just get the touch ahead of the keeper and drag his feet. Here he is just diving.

The player in control of the ball on the first penalty didn’t even appeal and the handling was right in front of him! I mean, yes, it’s a penalty. But the philosophical questions are interesting. I’m also intrigued by the red card. Think that gets given in any other league besides maybe Spain? I’m not sure it’s even given in South America.
(As a Milan fan) I don’t think we discuss the elements of DOGSO-H enough. I didn’t get the “sensation” that was a red card and was surprised by the decision. I thought it was harsh. The penalty at the end is clear cut in my book. GK shouldn’t rush off the line. Whether or not the attacker accentuates contact is irrelevant. I don’t think the red cards were given to coaches, they were given to substitutes. So no change really, but in Genoa there’s a bit of a spectacle as the player have to run across the pitch to reach the tunnel.
The red card for the handball is one of those ones that no one—even most referees—thinks of as a red card, at least not initially. But when you pause and analyze it, it’s a foul to prevent a 1-on-1 uncontested shot from less than 10 yards away. In some ways, particularly since its deliberate—its the epitome of a DOGSO red card. But again, when no one notices and no one is really thinking about it, it becomes a surprise. For the last penalty, I think people would take issue with “accentuate.” Reina avoids contact and let’s him go by. The attacker leaves the trail leg behind to create contact. If ANYTHING about this was natural, there would have been no contact at all. Also, “GK shouldn’t rush off the line” is a bad take. GKs need to rush off the line to cut angles and challenge attackers. They just need to do it carefully and fairly. By the looks of it, Reina did that here and he shouldn’t have been punished.
Rocchi was incredible in a game that was one of the most intense I’ve seen in the last few years. Great spectacle. I’d recommend those who have ESPN+ to watch the replay.

There was an incident in this game where Dzeko put his hand around Musacchio's throat. Orsato didn't see it live, and there was no VAR intervention. I'll try and find a video clip to share. I was surprised there was no VAR review. It's something that would definitely be red in MLS.
Complete shit show starting in minute 85 of Napoli-Atalanta. Napoli want a penalty -- Atalanta go down the other end to equalize. Napoli players all but refuse to restart play until Giacomelli goes and looks. VAR silent check upholds the goal. The whole process took like 6 minutes, and ended up with 2 red cards to Napoli technical staff and a yellow card. Referee completely surrounded by dissenting players -- not a good look. Seems a relatively clear-cut penalty. For me this rises to the level of clear and obvious. Serie A seem to be trying to put the genie back in the bottle and are fighting to a higher level of intervention compared to last season ... situations like this make the whole system seem a farce.
So it's pretty easy to guess what Orsato said there. Prior to Dzeko putting his hand on the defender's throat, the defender raised an arm to the neck area of Dzeko just outside the area. I'm sure the VAR described that to Orsato. So Orsato essentially says "look, there might be enough for me to send him off but then I've got to go look at the whole video and deal with both of you--so why don't we just cut the bullshit and carry on?" You know, he opted to manage the match and the players, rather than just being a robot slave to video. I'm fine with it. Of course, when video is supposed to catch all clear errors and everything is supposed to be objective, it's a fading art. But this used to be called "good refereeing."
I was ready to agree until the last angle in @RedStar91 's post. The defender 100% unequivocally catches an elbow in the face before he barrels into the attacker. You can assert or guess or surmise that he would have likely barreled into the attacker anyway--and if a penalty had been given in real-time it would have been nearly impossible to overturn. But facts are facts and there is a pretty clear foul by the attacker just prior to the defender committing his apparent foul. With that sort of evidence, I'm totally on board with this not being reviewed as a clear error. The protests and carding of bench personnel is an entirely different matter.
