It's tough to be at that number again given now we have Como, in addition to Udinese, that fills their squad with around 80%. We no longer have squads like Sassuolo back then who only had 4 foreigners to offset the two despotisms.
You hit the root of the problem right in the head. This is not a Serie A or FIGC problem, but it's an Italia problem. Long term solutions/planning and youth is overlooked at pretty much every sector of the country. Hopefully changing the culture around football and have that being a success, will serve a benchmark for the country to emulate. But understand that doing it is the total opposite of the whole country's mindset.

Yes this is true especially with regards to stadiums being halted because of local municipalities and Italy experiencing brain drain because of nepotism which slashes employment options for graduates etc but we also have to remember in other sports Italy is doing very well. We also have to remember that when you eliminate rural and southern Italy from economic demographics Italy is closer to Germany and France than it is Portugal Greece and even Spain economically. The population decline is an issue the cultural factors are an issue but fundamentally for many reasons Calcio is host to all the worst aspects of Italian society from mafias and tax evasion and black market kits to conservative thinking when it comes to tactics and youth etc. This does not have to be the case. Italy has many positives as well and we see this in other sports. Of course all the vampires latched onto the biggest sport and have tried to drain it for a century.

Any of the youth tournaments we qualify for! I'm taking it one step at a time. I'm treating each one as a fan with equal weight possibly as a coping mechanism, but partly because I want the youth to continue to shine and I also just want to move ahead swiftly

Every Serie A team has like 3 Italian goalkeepers just to fill out the EU rule so that's like 50 players that hardly count. Then when we consider how many Italians in Serie A are journeymen CBs etc. I would like to see the numbers in the CL and EL. Still Spain with 505 and France with 387 tells the tale. England gets by because they invest the most in youth development so its quality over quantity for them and even still Serie A is 49th of 50 leagues in terms of giving under 21 players minutes so it all becomes moot when the pipeline is so narrow.
