Read the story. Lugar is just giving his opinion on post-war Iraq's transistion to democracy, and he could very well be correct. After WW-II it took 7 years to de-Nazify Germany and hold the first elections. It is very important they get this right, and Jay Garner may not be the right person for this. How long has it been since the power went out in Baghdad, and they (U.S. military and Iraq civilans workers) still have not been able to restore it. Lieberman is saying the exact same thing.
