I understand everyone's skepticism. It's certainly justified. But... This is the most positive and affirmative I can recall someone from the Revs, particularly the owner, ever being about a Revs stadium. Hell, this is the same organization that not too long ago said something along the lines of it didn't make sense to spend millions to build an SSS when they had Gillette for free. I know Kraft could have been giddy with Patriots related glee - and that was before last night's game, too! - and could have been blowing sunshine up chimneys of Revs' fans just to make them happy at Christmas. But, he normally Kraft and the Revs are much more guarded and neutral in their stadium-related comments, which is why I find this somewhat plausible.
Actually Sandon, these comments (or something close to them) have been stated a couple of times by the team. The biggest difference might be an actual time period. We'll see I suppose.
From my perspective, I would hope in the next 19 days I would have the flying battle-unicorn with lazer-beam eyes that I've asked Santa Claus to bring me each and every Christmas over the past 40 years. I have been an awesome boy. I deserve it. Blah, blah, blah. All I hear is more Revolution-related Kraft family lip-service . Talk is cheap. Let's see some action. In short, call me when shovels enter the ground.
I think the most you can take out of this is not that they hope to actually break ground in the next 12-24 months, but that they will have finalized a location in or around Boston where -- once they have the stadiums plans finalized -- they will break ground.
I've posted this before, but they've said things like this before, so it's ok. We'll see what happens. If they continue to bring this up at things like the Supporter's Summit and STH Meeting, if there are (gasp) renderings from them forthcoming, then it'll be more credible. As it stands, it's just talk.

"I know we said a few years back that we hoped to have an SSS underway by now, but [rinse and repeat] attempting an SSS build in an established urban core is a complex task. We'll keep trying because we continue to have the best fans in all of MLS -- and they're both awesome."
Sorry to be skeptical, but I'm supposed to be impressed with the statement, "Highest off-the-field priority." After what we've seen of the on-the-field priority?
