Kinda. The announcement of the DoJ investigation into Jerome Powell was supposed to set the groundwork for Trump to fire Powell, similar to what he did with Lisa Cook. However, that severely backfired to the point that Trump had to come out and say he had no role in that investigation (liar).

Another consideration is that Powell's term ends in May. So if Trump were just patient, he'll be able to pick the next Fed Chairman and that person would be "safe" from Trump's successor.

Seems pretty straight forward - He's pardoning her for doing things that he does. Because he does them, he doesn't believe they are illegal. Therefore, she deserves a pardon because in his mind she didn't do anything wrong.
