He lost control of the vote. And he was concerned that the corruption had gotten too visible. Blatter was corrupt as hell, but he wasn't dumb. He knew that giving the WC's to Russia and Qatar would come back to bite FIFA. Maybe learn about what happened, rather than spouting your usual nonsense.

The division of the US District Court in Greenbelt draw from an area that is as blue as any you will come across. Prosecutors might have a problem getting a indictment against even John Bolton. While I don't live there anymore, it is where I grew up.
I can't believe that FIFA would really let Trump move around WC cities. Not because FIFA is virtuous at all, but they already have to have sold lots of expensive VIP and hospitality ticket packages to the uber-wealthy with the understanding that these games would be in more glamorous places like LA, San Fran, NY, etc., and not places like Salt Lake City, Omaha, Oklahoma City, etc. I'd imagine that FIFA would get a lot of very unhappy, very wealthy ticket buyers if they tried this switch from blue to red states. And I feel like FIFA picked stadiums at least in part by the number of suites and other high-end seating options they could provide, and even nice college football stadiums that might be big enough just aren't going to measure up in that regard.

Very unlikey. It will have to be mostly Mexico with other 5 or 6 countries contributing just one stadium, so not sure how that can work. I suspect that at this point FIFA is pretty much done with the confederation rotation and will just take the next high bidder that is not from the last two tournaments.
Someone earlier made the point that they weren't done with rotation since confederation were banned to bid for 2030 and 2034 - no evidence they'll stop anytime soon. So far, they said they'll keep doing joint bids otherwise 2030 would not have happened. As a joint CONCACAF bid, the flight time between those countries are either similar or shorter than some of the US domestic flights...Even Toronto to Mexico City is around 4h30 (similar or less than NY -->LA)...minus the visa/immigration/unpredictability headaches.
