You project American practices from an American environment on a totally different situation and simply suggest it's the same over here. Maybe a good idea to learn something about other cultures than the US one? First housing. Given the housing shortage the longer you're listed, the higher your chance to get invited for a seeing of the house. You're not making things easy by using almost the same words for two completely different things (in the USA). Racial identification as in the hate crime (just call it racism without blurring adjectives) and the American census one, which is non existent over here, because of our traumatic experience in the WWII. I'm not prepared to call him out on that. I don't think it's just fat. If I can be indelicate for a second, that's a specific body type related to where his ancestors come from. IMO, he was always gonna end up looking like a ball with sticks for limbs. The size of the ball was the only variable. Congrats. Sadly, the US can't/won't support a system like that. The reward here is income, not necessarily personal enrichment. What does this mean? And how do they check to see? By looking at your scores and grades in that area?
In most European countries there are entrance exams or exams in specific subjects, and anyone who passes is eligible to go to university. The universities are nearly free (or sometimes completely free) compared to even what a state school would cost in the US. My cousin's son was a pretty good player, played with the Modena youth team, but never quite made it to the top. As an 18-year-old, he was playing with a Serie C team. I mentioned that he likely could get a scholarship to a US college, but why bother? He ended up going to school in Bologna and still playing with a local Serie C or D team.

While that certainly did happen, mostly it was a handful of Spanish men coming in with a land grant, finding a tribe that wants an alliance which was cemented virtually always by marriage or concubinage to one or more high status females.
I argued this with my ex, who grew up in Ecuador. She argued that it was cultural, and how the government could identify a group and provide assistance. I countered with how that identification was made: parents? grandparents? great-grandparents? How many? What were the criteria? Was there anything done, based on that kind of classification, to improve education or employment? How many people in senior government were from a not-White ("Blanco") category? They way I saw it was not from the casual side of things, they way friends would address each other, but from a way that "Blancos" created categories that were either intentionally or unintentionally corrupted. It's about language, and how it is used.
A couple years ago I read a book called Incidents in the Life of a Slave Girl. Having read it, their idea of consent is so foreign to what you and I conceive it to be. It was like walking into a room and finding the light fixture on the floor and the chairs and sofa on the ceiling. The writer slept with a local white man willingly, but it was only to keep the male head of the household she lived with in at bay, so is that really “willing?” The guy she was having sex with didn’t threaten her and didn’t have any power over her except being the power of an umbrella in a thunderstorm. But he wasn’t the thunderstorm, that was the head of household/dirty old man who kept trying to get her to sleep with him. The book is in the public domain so you can get it for free on any e-reader.

Yeah, generally speaking, the Afrikaners are more racist than anyone else (not that there are degrees of racism). They see themselves as being historically persecuted by the English speakers, who pushed them further inland away from the coastal areas. There was the whole Boer war in the early 1900s and for a long time it was common for Afrikaners to refer to their clashes with the English when it came to "racial strife." There was a group of Afrikaners who had a flag that was exactly like a Nazi flag, except the swastika only had 3 prongs instead of 4.
