I was replying to @TheKraken if you look at post#22. If they are not good enough they won't make the team. But a lot of players will want to be in the top division and will make the team. We are not talking park soccer here. Are you talking every team in the whole club/academy gets pro/rel as a club based on a total of every team's W/L/T's? If you're not we are not talking about the same thing. If it's just on a team by team/(age group) basis that's grading or whatever it's called at your local club.
