About 7,800 as of 8/30, I believe. http://www.tc.umn.edu/~sedl0033/seats/seats_chart.pdf The number says 9,800, but I believe it showed 2,000 as soon as they went on sale. A Timbers fan will have to confirm, of course.
You are quite correct that a block of seats were unavailable for purchase as season tickets. A section will always be reserved for away fan tickets and the rest presumably for group tickets and/or leaving some room for game single game tickets. For all away fans, if you plan on coming you will most likely be in section 223. See the Virtual Venue for a look at your view. Beware! Obstructed views.

Portland Timbers stage ceremonial groundbreaking at PGE Park Who's going to calculate that for me? So, Timbers fans don't want to change seats, opting for the West side seating more than the East side. Actually, it's the money. $$$. South deck is 100% STH, I know for fact a few Timbers Army transplants are there. The corner near the TA is popular. Basically, 119-109 is full [add TA 108-104] and you've got butts in the 100-level seats for almost 3 sides now.
Season tickets sold are currently around 8,000, give or take 250 in either direction. Garber was rounding to the nearest 5-figures. Seattle fans shouldn't worry too much about away seating since they're only going to get 150 tickets anyway.
My buddy and I already bought 10 season tickets. I'll distribute my portion to the Boys and Girls Club on weekends when there is a Sounders home match.
