Example of no show Estonia v Scotland World Cup qualifier in 1996. the problem with 3 points for a win, 1 draw, zero loss, is that once a team has gone 1-0 up they have more to loose by taking a risk and trying to score another goal as 1-0 2-0 win syill gets them 3 points but if while trying to get second goal concede a gaol it could cost them two points should the match end up 1-1. so once a team has gone 1-0 there is more incentive for them to defend (which is a negative tactic) 1-0 lead than to go for 2-0 up.
if the no show is in a knock out phase of a competition then ban them from the next edition of that competition as a punishment.
It might reduce the number of teams play for a draw as they would having to gain under this system and encourage them to play for a win instead.
