Milan (or Inter or Juve) isn't averse to having half a dozen highly paid strikers on its roster, just in case. It's not a bad way to make a living ... unless you actually want to play. BTW, Milan has 22 players out on loan (many/most are co-owned), with 5 of those being forwards.

Rossi will get his chances if he goes to Milan. I agree Parma would have been perfect for him in many ways. But he'll get his chances. Thing is, as opposed to with Parma, if he converts his chances at Milan, the world is suddenly his. Playing for Italy, at that point, beckons. And if it doesn't work out, well, too bad. But he can always move on. To Parma, say.
A lot depends on whether Milan ships Gilardino somewhere. I reckon they'll talk big but will keep him. They will ship Ricardo Oliveira somewhere though because he isn't worth the trouble. But I assume they'll try to sign another big name striker besides Rossi and that would make the order: Ronaldo Inzaghi Gilardino XXXX Rossi That'd be a tough hole to climb out of.
True, especially if you throw in Kaka who is often played as a second striker anyway. However, Inzaghi and Ronaldo are both old and injury-prone, so he will jump over some of these guys through injuries at times. When Kaka is in midfield, however, then Rossi is the idea supporting striker for any of those three center-forwards. So it depends on how they play. Apparently they're still trying to get Sheva back too. But Rossi is the perfect young Italian star-in-the-making for Milan. He will get his chances. It might be a little disappointing for him at times, but he might as well try to make it. It's more than Manchester is giving him.
And, apparently, that XXXX striker's name is Alexandre Pato and the deal is going to cost Milan €20M.

According to this article with a Ferguson quote, Rossi is definitively out at Manchester United if Tevez comes in. I've translated the headline, take that for what it's worth, and Fergie's quote. Both bold in the original article. The latest update according to La Gazzetta dello Sport is that negotiations have stalled because Parma is offering €7.5 - 8 million for Rossi, while Manchester United will accept no less than €10 million. They also state that Nicola Amoruso is the backup plan should they not be able to land Rossi. That could also have an effect on the possible Adu acquistion, although Amoruso is over 30 years old and more of a target man and less of a withdrawn striker than Rossi and Adu are.
As long as the family moves to Italy for non-football reasons, it can work...I know Milan moving them to Italy would be considered a football reason for moving..But they can be sneaky about it...It's a loophole that can be exploited..
Berlusconi owns more than just a footie team. he could hire the parents to work for the television network, and justify moving them in (happens all the time, doesn't it), find them a nice job somewhere else, easily enough. and, if it came to that, he has a lot of friends who'd be more than happy to hire a new employee to help out the club.
