there is no doubt the football structure has changed. What used to be Italy - Germany - Brazil dominance, has been switched over the last 20 years with Spanish - France dominance. France - 1998 / 2018 World Cup, plus 2000 euro Spain - 2008/2012/2024 euro + 2010 world cup. Not just football, but even in other sports like Tennis/Basketball France/Spain are producing better talents.
