Exactly. Why let her travel at all? I have heard stories of them trying to force people to give up their visas in order to get released. I would also suspect there is incentive to lock up as many people as possible - corruption always plays a role in this stuff
It's pretty much this. We know Stephen Miller called ICE leadership to the White House to give them a dressing down because they weren't meeting quotas. I guess the message was received and now they are trying to "catch" as many people as possible, no matter the tactic required.
Yes. I know of someone caught up in a similar way over a minor visa admin issue. Then they were thrown in prison for weeks. That would not even happen if you committed an actual crime.
I'm not so sure. Palantir, a leading AI company, has long had a contract with ICE, and are set to improve their detection software soon, if not already. I would not be surprised if it was Palantir that detected this woman on the flight so that ICE could grab her when landing, outside of the CPB agent's information.

I think you are conflating a US Passport, which is issued to US Citizens for international travel, and a visa for a citizen of another country to visit the US.
