These two are fine. Stella played good football towards the end of last season, so really for them it was important not to lose any key players like at the end of the previous season (Hamada, Sakakibara, Inoue). Fortunately, or maybe unfortunately, depending on how next season goes, they were able to renew the contracts of all key players, which means they have already won the summer break in my opinion. They have an identity and they should start the season well unlike last season. With that in mind any addtion to the squad should be a positive. Tsutsui and Goshima could potentially be really nice additions if they can find some of their old form. If they do not find their old form I do not believe it will hurt Stella that much. If Goshima can find her old form like back when she was playing for Nagano then she could be a fantastic acquisition. Basically huge upside with very little downside in my opinion. I am just realistic when it comes to Stella, because they are not going to attract a really good player from another WE League team, so they have to look at trying to develop players young and old.
