No it isn't for Japanese clubs only, Korea also will have 3.5 spots with the 4th team to play in the play-offs, China and Australia also will have 2.5 spots with the 3rd team to play in the play-offs
Urawa is "Japan 2nd club" if Gamba wins Emperor's Cup, and Kashima is Japan 3rd club (welp at that group). Kashiwa plays a playoff for group E.

lol I couldn't watch but 55 shots at Chonburi's goal, half of them on target and only 3 goals with additional time? lol, finishing was that bad?
After 120 minutes it was Leandro’s late goal that saved the day for Reysol, who recorded 53 shots to Chonburi’s seven.
Pointless possession and weak physical play. They can't penetrate the other team. Just like the JNT. Guangzhou is threatening at the counterattack.
Rather poor opening round so far. Gamba failed to penetrate a tight GRF-defence, and were punished by a very nice solo-run by former Aalesund-FW Hamdallah. Reysol got the job done, but that 1st half was absolutely horrible. Evened things out in the 2nd half, and in the dying minutes they came fairly close to getting the win actually. Hope Urawa and Kashima will do better tomorrow"
Gamba got scored on too early, which is always the risk they incur with the "defenders" they have and the absence of Konno. Down 0-1, the matchup was not favorable. The second goal is terribly unlucky, Guangzhou only had one chance in the game and it was Hamdallah's goal. Endo looked really, really old.
Lol nice start indeed. Kashima's group is extremely tough as well, and they will have a hard time progressing now.
