My guess is that they want the tifosi much closer to the pitch like they are in English stadia. That's the complaint I hear most often.

Seems like a waste of money. It would benefit from modern stadium attributes like a team store and some places to eat. Also, a big screen for replays would put it into the latter half of the 20th century as well
