Eh hum... They are not homonyms, as the 's' in 're-sign' is a soft 'es' sound. The 's' in 'resign', b/c it comes btw 2 vowels, is pronounced as a 'z'.

    Carry on... :p

Biannual means twice per year. Biennial is once every two years.

Inflammable actually means "able to be inflamed."

As for the last one, you're on your own. :)

You mean "one boot and two beet".

"Two beets" is something you want to be sure to stay clear of. :)

    Can't biannual mean biennial?

No. "Biennial" is related to the word "perennial," which means once every year, so biennial is going to mean once every two year. "Biannual" is synonymous with semi-annual, or twice per year.

The confusion seems to arise because the word "bimonthly" is frequently misused (I see it all the time in department store ads) to mean twice per month ("biweekly"* would be the proper word), instead of once every second month.

*though on a soccer board "fortnightly" should suffice.

No, they are completely separate words, like ensure and insure, storey and story etc etc :)
