To answer your actual question, I think basically any type of cow bell, etc, is allowed. I did have a few cow bells last year. I removed the clapper inside and hit them with a stick, to keep in rythym with the drums. If they let me in with a stick and bell, you should be set. As far as ordering a bunch of them, sounds like many people are against bells. I don't care, whatever makes noise is fine with me. Kids love that type of stuff too.
