Well his current manager salary is zero and it'd be difficult to imagine him landing in a job better than the middle reaches of the championship so salary wise its probably not that uncompetitive, particularly considering the U21 job is much less time consuming than club management. Not that I would particularly want him as U21 manager mind, I think the criteria should go beyond "ex-England legend" which lead to the team being dogged by Platt and Pearce previously for years.
I wouldn't pick him but I don't think it's out of the question that Lampard would make a somewhat competent youth team manager. There'd definitely be better options but I think we've had worse in charge of the U21s. His talent ID is very good and he understands how to platform players quite well. I'd rather keep him out of the system though because we know he'd never cut it at senior level.
Arguably one of his better aspects of his Derby and Chelsea times was working well with younger talents.
From that latest article it doesn’t feel like Matt Law has much if any type of inside knowledge of the situation. At most it feels like a source has just fobbed him of with very basic comments.
The Daily Mail have effectively the same article but don’t include Lampard as one of the contenders. Those two papers have for England stuff often publish very similar articles at the same time - obviously the same source leaking to both.
There's a weird agenda in the media from the football friends to keep Lampard's name in the conversation.
He was friendly with the press during his Everton stint, went out for drinks with them apparently, I'm sure his agents have leaned on a few of them to keep his name in the frame, you'll notice its often tagged on to a long list.
There are suggestions that Carsley and Cole could be in charge on an interim basis for until after the March international break when England could be playing World Cup qualifiers or Nations League play-offs depending on the draw. That would, by some distance, be the longest interim manager reign in the history of the national team. I'm guessing here but I'd wager that Carsley would run a mile from that job. Based on what he's said about himself I don't think he'd have any interest in dealing with all the crap that comes with a Premier League job, let alone a tumultuous club like Everton.

I have no idea what the situation with Eddie Howe is at Newcastle or if the FA would actually prefer him to Carsley, but I do think that if it's going to happen it would need to happen very soon. The longer Carsley has with the team the more fans and the media are going to be wowed by the football the team plays, and crucially the players will start be very vocally supportive of his candidacy. Players seem to love Carsley on a personal level and they love the football he plays even more; I think a lot of the more senior players are going to view the style of play as a breath of fresh air.

They have to. If they hired him and then City was found guilty a lot of other clubs, fans and the media would not be happy at someone so associated with that being given the job.
