In Conn. they are using a new recert process - you take a 50 question test online, and then (if you pass) you take the 3 hour recert course. If you fail, you go to remedial school. I am not sure if this will be rolled out elsewhere. I would think that this could make it more difficult for those referees without a firm grasp of the rules, in the old days the instructors might help them make the passing grade with a few suggestions as to answers they needed to review. Imagine, a day when all referees know 65% of the answers to the test. (Actually, given that you can guess, you can pass if you know the answers to about 50% of the questions). On the other hand, I do not see how online tests will prevent substitute test takers or personal advisors, so maybe this will not eliminate the most ignorant referees.
