Dream scenario: MLS adopt a salary cap based on each club revenue. (35% of club revenue = maximum salary budget). A rich owner (Qatar or UAE) buy Chivas USA. Rename it Los Angeles Futbol Club and spend money on marketing and other initiatives to improve revenue. With improved revenue, the club can spend more on players. A reinforced-cycle. There is more potential for growth for a club based in Los Angeles than a club based in Mexico City in my opinion.
