That's a very naive view. Any business would be smart to help foreign employees who are moving into a new culture adapt into a new culture and environment where things can be very different than what they are used to. Him driving like an idiot may be more his fault, but helping him navigate the process of getting his insurance, car licensed, drivers license, etc would be a good thing to do. Someone coming from a different culture might have trouble figuring out what needs to be done and navigating through all the bureaucracy in a foreign country. Businesses do this type of thing all the time for their employees who are very smart and capable individuals.
