    Utah, Boise State, Wisconsin, and Michigan have penalties for only having or only having the prospect of having one victory over a Top 25 team.

    Louisville and West Virginia have double penalties for not having any possiblity of any victory over a Top 25 team.

    Boise State went from double to single penalty because Oregon State has slipped into the Top 25. Wisconsin and Michigan got a penalty because Purdue slipped out.

    UTEP has moved up into the Top 25 of at least two national polls this week. That makes two Top 25 wins for Boise State.

    The ratings I use to base my Pooratings on are the Massey's, which have UTEP at #28.
