Answer: The dollar store CONCACAF bought their flags from didn't have the civil flag?

    number 1 = flag, bandera
    numer 2 = ??, pabellon

    bandera should be used IMO

    Donde siempre
The second one (with the crest) should be used only for official purposes (like diplomatic events and such), not for sport events.

So, in short, CONCACAF f'ed up.

But what else is new, really.

Seems to be an error on everyones part as that flag was also used throughout UNCAF 2009 as well as during various Costa Rica games that have run on Galavision, Telefutura and Univision over the years.
