BeIN can only do such a thing if the contract signed allows them to do such a thing. BeIN cannot just do whatever they want, they have to obey the contracts they sign or they will have legal issues that will most likely result in large sums of money lost, and a lost in trust in their ability to satisfactorily fulfill their commitments.
Fios has the game listed as being on One World from 6:00 to 8:00pm. Same game on Bein from 6:55 to 9:00pm.
I think that those rights were actually sold to Traffic Sports USA who then shopped them around to broadcasters in various countries. The validity of those Traffic contracts may now be seen as not very binding. It is also possible that beIN has made separate deals but it could be that beIN and the countries agreed on sort of a status quo for the time being where no one makes a public stink about anything until the dust settles.

San Francisco Deltas to join NASL in 2017 Professional soccer is officially coming to San Francisco. The San Francisco Deltas announced on Tuesday that the club will begin play in the NASL in 2017. The club is backed by 15 investors from Silicon Valley and Brazil, including former North American CEO of Virgin Jonathan Peachey, Yahoo’s Bobby Jaros, and Josh McFarland, senior director of product at Twitter. Joining the league’s front office staff is former LA Galaxy defender Todd Dunivant, who assumes the role of Director of Business Devevlopment and Soccer Operations. These kind of announcements, no matter what organizations are involved, almost always include some kind of line about being first to do something, being groundbreaking, or something of that ilk. It is all just click bait for what is otherwise a mostly mundane announcement.

So about this Broadcast deals, BeIN, OWS, ESPN3. Right I remembered being mocked when I explained why NASL would get a broadcast deal. So for all you NASL is dying folks. Just wanna say, "I told you so".
As a direcTV subscriber, I guess I'll be watching all the other clubs in the league at least once a week on BeInSports while watching Cosmos on my web browser. Makes sense.
The first NASL match to air on beIN is right after El Clasico so that will either be a huge market or an embarrassment

While I hope they are receiving rights fee's from these agreements, I think it's most likely that they are either buying time or giving rights for free. I simply don't see the value in NASL tv rights at this point for a network to pay to not only produce the matches, but pay for rights on top of that. (Granted I don't really see the value MLS is getting from their deal, but they are getting it so....) Either way, this is not really a "I told you so" moment. It likely does little to raise the profile of the league to be on these obscure networks. I'm sure all of the viewers of the leagues Bein carries, many of which don't even acknowledge the existence of MLS, will treat NASL the same. The added exposure should help the league attract bigger sponsor deals, and perhaps make it a bit easier to recruit players. So it's definitely a good step in the right direction, but lets remember that MLS had a deal with ABC/ESPN back in the early days, which they were paying for, right around the same time the league very nearly collapsed. This deal does not disprove the theory that the NASL is dying, but it does at least prove that the owners are still committed despite the assumes loss of Traffic's investment!
