The US used it on coins in 1795. The phrase was included in the Great Seal of the United States even before that. It had been used on a few different magazines in Britain going back to the 17th century. Heraclitus used a variation of it in ancient Greece which was translated into a Latin version of the phrase. There are other classical references to at least a similar phrase.
I'm sure there's a joke somewhere here with Hera, Zeus's wife. Somehow it reminds me of this Monty Python scene...
