I want City in for two reasons. 1) Their home games will be on earlier. 2) The difficulty they're going to have scheduling mid-week CCL games at Yankee Stadium will be hilarious.
I am not a lawyer but as I understand it labor laws like this are only enforced if either it happens very visibly or somebody threatens a lawsuit/informs the government this type of law is being broken. The government doesn't have time to look into every company on its own. If you look into the history of this rule in MLS you'll find that the international restrictions were much stricter in the inaugural year in 1996. Anyone who wasn't an American citizen was considered an international. That included green card holders, refugees, etc. One of the old-timers here (I can't remember who and I think the post was lost in the crash) has posted that MLS was told that offseason they had to change the rule to match federal labor law, which they did. Today MLS is big enough that trying to get around the law by counting Canadians as domestic would be immediately picked up by somebody and brought to the government's attention and/or the league would be sued. The USL is significantly smaller. Who with standing is going to bring a lawsuit? How much would that cost a 3rd division player? The interesting thing about today's announced change is that it applies to everyone. Its not nationality based. Anyone who is signed as a homegrown gets the designation. Now in reality 90%+ of the players signed are going to be Canadian or American but that doesn't stop a Brazilian (to pick an example) from being signed as a homegrown and being considered a domestic player if the situation presents itself.
Doesn't SKC have some Hungarian kid registered as a homegrown? Also, is this rule going to be retroactive?

That game was ********ing lit! I may have a cold tomorrow but ******** that, 10 years of bullshit was just rewarded. Also, those extra seats were incredibly shaky, many people fell on the crush after our goals.
Ohhhh, I remember. It was so bad, I even thought that completely eliminating the playoffs was not a bad idea...I mean, if the team's own fans don't care - what's the point? How times have changed.
And this is what I see as the piece that makes it much more likely to pass muster in court. It has nothing to do with nationality, but with completing a program, so to speak. Not that someone couldn't sue, but it certainly is a stronger case than the "all Canadians" option. Considering you need to make the CSA, USSF and Players' Union happy, it is probably the best alternative. And I agree on the USL issue. It's never been one to catch enough attention of anyone to merit a suit. I'll also note that some Canadian really set on overturning the current rule talked to some Canadian lawyers who suggested that the current "Americans count as domestics" rule might be against Canadian law for similar reasons to the US situation. Surprisingly, they couldn't find any American lawyers willing to go on the record about the US legal reasoning.
In answer to the original question, of whether this was the biggest club game in Canadian soccer history, Colin Jose says yes, that he thinks it was the biggest, for either club or national team (so that includes Canada vs. France in the 1986 World Cup). Colin, who has lived in Canada for nearly 60 years and has written two books detailing the history of soccer in Canada, cites the intensity of the traditional Toronto-Montreal rivalry for making it so big.
