I don't think so. Just sounds like a reasonable counterpoint to the faulty assumptions made. It's a very common thought process lately but still wrong. 1. The thing that I wanted didn't happen. 2. That means that the people responsible didn't even consider it. Example: 1. I want a pony 2. I didn't get a pony so no one even considered giving me a pony. The jerks. I see this all the time. The mere idea that someone could consider something and then decide not to do it seems to be outside the realm of possibility.

Here's some dirt: you know the new women's league that was announced today? It'll be disbanded after the 2015 World Cup in Canada when the USSF figures out that subsidizing the league is much more expensive than just running national team camps for a few months at at time in the intervening years. Women's soccer in the US is like renewable energy, only works when subsidized and provides nowhere near the return on investment (usually, not only is there no return on investment, but no return of investment). the thing that gets me is, let's do Women's soccer 3.0 and learn from our mistakes so let's maximize our travel costs by having 2 teams on the west coast and everyone else on the east coast.

probably-This is what almost killed MLL a few years ago-the thought that the West Coast HAD to have a presence and Chicago too. Now Denver blew everyone away, averaging 15K a game but everyone else withered and died (including AEG's LA Riptide). I see the same thing with this-at least at first, minimize travel costs. Second-I learned that player insurance can be very expensive depending on your state. MLL Comish Gross explained this on a recent podcast, the dirty facts of a minor league-these things cost money and can really drain the league as a whole. I say build a small regional league-start in the the NE where the majority of the population, money and women's soccer fans are and then when you expand out west you have to do it one swoop-create a four team division to save on travel. Build slowly-this division thing would take at least ten years. You have to do your time.
