I don't know how it is now, but back in the day most MLS teams did not actually have a scouting department. MLS had a contract with a scouting agency and teams would send that scouting agency a list of needs. At one time, the fact that the Sounders had their own scout (Chris Henderson) was a pretty big competitive advantage as Chris would go out and do his own scouting for the Sounders and he was a dedicated point of contact with MLS's scouting agency so he was able to get better results from them than other teams.

Instead of dealing him to another club, he was transferred to a “football holding company” — essentially an individual investor (the aforementioned John Textor) who is controlling owner of multiple teams. One of Textor’s clubs (technically his company’s “Eagle Football Holdings”), Olympique Lyon, was sanctioned to the second division by French soccer’s governing body just 2.5 years after Textor bought the team. Lyon successfully appealed the sanctions (called “administrative relegation”) only after Textor injected €90 million into the club this summer and stepped down as chairman and President. While all this was happening with Lyon, Textor was dealing with a different problem where one of his other teams, Crystal Palace, qualified for UEFA Europa League thanks to beating Manchester City to win the FA Cup this spring. UEFA disallowed Palace from competing due to Textor’s ownership of Lyon, which also qualified for Europa League. So in an attempt to appeal, Textor sold his shares of Palace to NY Jets owner Woody Johnson… all of which took place quickly over a span of a few months this summer, only for UEFA to ultimately reject the appeal anyway. All the while, Atlanta United is still waiting on Textor to hand over the money agreed to (reported ~€24 million) as part of the Almada deal, who Textor since SOLD TO ATLETICO MADRID for a reported €21 million. Upon completing the transfer with Atlanta, Textor placed Almada at Botafogo before transferring him to Lyon where he played last season. What a mess all around!
As someone reared in the American way of sports, I cannot wrap my head around the lawlessness of soccer.
