will City get weaker if Iran biz, oil prices cool down? will Qatari preoccupation with Syria/Bahrain/Yemen help us afford Cazorla at cut-price? how about cheap natural gas in America, China, Russia?
City have spent massively to push themselves to the top. They now have a top squad of players, massively increased commercial revenue, and are improving their global 'footprint'/image. So while I expect them to continue to spend, it wont be in such massive amounts, and I doubt whether drops in oil prices will make anywhere near enough of a difference to effect their spending
Isn't Shiekh using his personal finances to fund City? If so, who is to say he hasn't got additional investments elsewhere? Who also is to say that his fortune is so high that he can afford to spend millions of pounds per year, despite a fall in oil prices? Even without the Iran crisis, slower global growth means less demand for oil, and hence lower prices.
fasho i suspect an even bigger premium cost above demand as mad cats w/ chemical weapons stores get to civil warrin, iraq bs breaks out again in earnest but certainly there are signs that demand will slowing demand will tell even further in oil price depreciation just want so badly for them to stop

He did a lot of shouting about TV rights etc.etc. quite a while back, but he must have known the situation when he bought the club... assuming he did some basic research, which I suppose isn't 100% likely given his inability to do the basics such as pay the players.
