Semi. Pro. Is. Not. A. Thing. Regardless of the level of remuneration, pro is pro. Even really low pay is pay. That said, there's nothing preventing an NPSL team from being ostensibly professional, as long as it doesn't use NCAA players. And if some teams in a league pay players and others don't, that's not semi-pro, either. Which, again, is not a thing. It's a shorthand (like "fourth division") that is not only incorrect and imprecise, but also clouds the issue and is misleading.
