Cass Ballenger of North Carolina replaced a Democratic admentment to the State Department spending bill asking for Bush the Younger to create the long delayed immigration accord with Mexico with a bill that ties any immigration reform with opening Mexico's state oil company to US investors. This has actually hurt the cause of US oil companies.
