Also in the Laws of the Game it says "Allowance is made in either period for all time lost through..." then a list. It is at the discretion of the referee, I think it's ridiculous you don't add time for a PK, it stops the whole game and can take up to a Minute.
Half of Stoke's throw ins take up to a minute too. Still part of the game (as annoying as it is when you are drawing/losing to them).
Of course it's part of the game, that's why you add time for it. It takes time so you add time for it. If you're not adding time for a throw in that takes up to a minute or cautioning someone you're really messing up.
Well, the difference is, those are delayed because of the team in possession. Penalties are typically delayed because of the initial dissent and getting the goalkeeper to take up his spot on the goal line. No, they are not an explicit thing listed as something that needs to be made up. But let's be realistic. You give a penalty in stoppage time, you're adding time for it. Heck, it ends up being a goal, doesn't it? We add for goals. I mean we're probably talking about another 30 seconds and a very small likelihood that Germany would score. But I still don't think it's a decision we should be defending. If you put up a set number of stoppage time in your match and you award a penalty, I think you need to be adding another 30-60 seconds in almost all situations. Lannoy went about 15 seconds over here (maybe 20)... I think allowing one last rush would have been completely justified and fair.
