This may not be a referee issue per se, but why is Suarez even allowed on the bench if he's not in the 18?

    Correct, it is not.
In tournaments of this nature, these types of admin items are taken care of by various other delegates/commissioners or some such important person. Access to the field/bench area is very tightly controlled, so if Suarez is there, it must have been permitted/approved.

Watching on DVR. 18th minute. Referee indicates a dive by Venezuela, but issues no caution and gives the indirect kick to Uruguay. o_O More whistles than a pointy ball game and only one card for a reckless tackle. There has to be PI sometime. There is absolutely no flow.

Venezuela's goal in the 36th minute was a rough moment for AR1. Being that far out from goal and having to judge if the ball crossed the goal line off the crossbar while maintaining the offside line to make sure the scorer wasn't offside. I didn't envy him even with GLT. You know the Venezuela bench was screaming the ball was in on the initial shot even though their bench is in the other half of the field.
