In the past it was enough to be eligible for the citizenship, the player didn't need to have it yet before the 21st birthday. Think of KP Boateng - When he opted for Ghana, he didn't have the passport yet, but was eligible via his father being a citizen of the country. I'm fairly sure FIFA continue to handle things this way. So in theory Selke could still choose Ethiopia or the Czech Rep over Germany thanks to Ius sanguinis. There is no indication he even considers that though and both teams would be rather poor career choices.
