Well, that's not right. The second level is complete. The 3rd level has the structural components in place, but it has not been finished. As to the VIP area, it too has the structural portions in place, but is partially unfinished.

No one said that, just that there isn't the evidence that "2/3rds of the project remains unfinished."

Given that 2 of the 3 tiers are complete, it looks more like only 1/3rd is incomplete.

Yeah, I don't know much about construction but am pretty sure one cannot determine the % completion just by standing back and looking at a construction project.

The Bernabeu cost €1.9BB to renovate.

So far, Camp Nou has cost €1.5BB to get to this point. And we can all accept that, due to inflation, the Camp Nou will cost more than the Bernabeu.

But if the Camp Nou still has (according to Seoul Villan) "2/3rds of the work remaining," can you see it costing €4.5BB in total to finish?

Even IF there were land acquisition costs, extensive remediation and archeological works to complete, in NO WAY would a stadium cost that much to renovate today. @Seoul Villan thinks so, but clearly, he'd be incorrect on that.

This is approximately 122 million euros plus 17 in add on's. Roughly 140 million total package offered by City for Elliot Anderson.

75% of the initial 1.5b has been spent. Thats to get the stadium AND the out buildings and whatever futsal and parks this project is to 1/3 complete.

so simple math. They have spent 1.125B thus far. They are asking for an additional 400m to get to the 1.5 total for everything complete . There is no chance that’s happening. They will need an additional injection of funds (loan) to finish the entire project in 2027 or whatever.

The SB renovation costs have nothing to do with the Espai Barca project. There is zero correlation other than both clubs had to take out massive loans. One did when interest rates were cheap. The other is facing higher rates now.
