That rumor was sort of started by a guy in Brazil who worked a VW . He receive an email from someone with this conspiracy theory, found it funny and then forwarded it to 500 people at the company. Somebody changed his position on the email to journalist and forwarded that on to people outside the company. His name became famous. Sucked for him that his phone was on the email and he started receiving loads of calls.

I'm not surprised at this. A 27% cost overrun in an inflationary environment for a project of this scale is kinda expected.
your missing the point. They still have 2/3 of the renovations to complete. It’s going to be more than a 28% overrun when it’s finished.
If they're asking for €0.4B more to add onto the €1.5B they've already borrowed, the difference is 26.667%. As to that report by Marca, I don't know where they're getting the "2/3 of the renovations to complete;" Camp Nou has the 1st & 2nd levels complete, with only the 3rd level and roof to finish.
