Luca would struggle mightily in a top 4 league so I'm skeptical of this. Though if it's true that Celta badly needs bodies (and I'd assume they don't have much of a transfer budget) I suppose he could be viewed as a very cheap squad filler/lottery ticket type buy.
Celta Vigo is the right kind of club in the right kind of league for Luca. The USMNT player who is making a leap up that might be a bit ambitious this transfer window is Pefok. It would be great if he succeeded at Union Berlin. But he's going to be going up against a much higher caliber of defender than he has seen the past couple years.
I‘ve watched LDLT about 20 times over the last two years, I know what he can do, I also know what he struggles with. There are two sides. At 24 he needs his shot now, and he was bad down the stretch. I was real worried that and relegation would deprive him of one. LaLiga is the best fit IMO, so I really, really, really hope this gets done.
He is one of the few US players that may be a good fit in Spain. Possession league that can at times value holding the ball for its own sake, not too physical. I'm not one of the people who think players should go play where they are weak in hopes they will improve. Go where your particular skill set will be valued and play to your strengths. Hope this is true and that it works out for him.
Celta Vigo is also a possession team that presses a decent amount. So that's good. About half of La Liga has turned into a bunkering slog, largely because of the hug gap in quality between the top few teams and the bottom, but Celta Vigo is still trying to play a bit pretty. I think it'll be a good challenge, and I would not be shocked if he struggles for playing time. The competition is pretty good.
I agree it wouldn't be easy for him there. It is far from taking the easy route and honestly it is a bit higher up the food chain than I have been expecting for him. But it would be great if he can go there and succeed.

Celta de Vigo finished 11th in La Liga last season and drew 3-3 with Barcelona. Solid team. Vigo is a beautiful Galician city in the Northwest of Spain that has a Celtic flavor and heritage. Almelo is a Dutch town near Germany. Nice town, but I think Vigo would be a bit more interesting and more visually appealing.
I hope folks don‘t think he is being brought in to start. If you do, and their squad remains as is, you are going to be very disappointed. That being said, he is an excellent utility player to have, and if there was gonna be a Big 5 league where he was gonna make it, this was it. Good luck LDLT.
Eh, I think it's the opposite. Pefok has actually produced against some pretty solid Big 4 league level opponents in European competition over the last few years. Luca, on the other hand, has struggled when faced with high end Dutch league opposition.

Celta Vigo only have 3 players they've bought for over 10 mil for reference I dont thinknhe will walk into the starting line up as looking at their midfield it's pretty young but I expect he will get his chances.
Again, exceptions are not the rule. The player you just described washes out, or is a bench player 99.9% of the time. I like LDLT a lot. Have followed him pretty closely, but Celta is pretty good. Their current mids are very solid and La Liga experienced. It‘s posts like yours which make me come off as negative, but I am anything other than that when it comes to LDLT. Still, I‘m gonna live in what is. Not what I project or will be. Luca is a good player. This is a mid table LaLiga team. This is a big step up. I think he can earn time and carve out a niche. Yeah, it‘s not a glamorous take, but I just can‘t play net smart game.
