Maybe, but nobody knows for sure while he is there. Lletget wasted 5 years that way, happened to be OK.
They do have something in common. Like Lletget, de La Torre is slow and unathletic. He can't play defense or beat a defender with his speed. These weaknesses will always prevent him from being a top pro.
While I don't disagree with your assessment of them both, I'd argue Lletget got a raw deal at WH, as when he was about to break through they were yo-yoing between PL and Championship (not unlike LDF) and Big Sam came in and is notoriously loathe to play youngsters, unproven or otherwise...he never got his chance and left Lletget then came to MLS and almost immediately made a splash and has since found himself a pretty big piece of the USMNT. If LDF can replicate that, he'd prove to be a pretty good player. Doubt he can though.
lletget has not been much of a piece on the worst National team in recent history. He played 20 minutes of qualifying before he was injured. Since then he’s had a few middling performances. But he’s at best a stop gap until some other players surface and at worst shouldn’t be playing at all due to his overall pedestrian game. I think history has shown Big Sam was correct in his evaluation of Lletget. He would not have made any impact in the ultra athletic EPL.
Is he OK? Because I don’t see him touching any top 25 category in MLS. He is in the prime time of his career. Maybe even the staff at West Ham can call it like they see it...

Picked up a couple of assists: What is Luca De La Torre's future? The guy is already 21 and can't break into Fulham's first team. He has been very solid this season, so far, for Fulham 2. He scored 3 goals in the last 6 matches at Premier League 2 and today cliched 2 assists in a win over Norwich 2. pic.twitter.com/n57O5D8z3S— United States Soccer Center (@states_center) November 1, 2019
To be honest he's not cracking their lineup barring injury. Hell they've been playing a Forward/Winger in midfield (Bobby Decordova-Reid) because of their embarrassment of riches up front. That guy scored 19 goals in the championship three years ago. If he does crack their lineup, consider me very interested.
