Chivas has gotten decent at scouting journeyman level talent and making them work somehow. With the scarcity that comes with their stupid ass policies, I wouldn't doubt if they had the best scouting system on the continent. And now with MLS providing players, they might be able to pick up a title every 7-8 years.
